What would happen if the Earth stopped spinning for 42 seconds?

Probably not a lot. Assuming you could instantly stop/start the land, water, air & molten rock at the same rate. 

Things to consider if stopping for a longer period. 
Air: If the land stops the atmosphere would continue to spin for a while. So 1,000 mph winds likely. 

Ocean: The water level would drop at the equator & rise at the poles. 
So some areas would experience massive floods & new coastlines would form. Massive tidal waves. 
Why? The world is not a perfect sphere. it is ~11% shorter from pole to pole. The spinning makes it bulge at the equator.  The water is also pulled to the equator. 

Radiation
The spinning of the earths mantle creates a magnetic field that protects us from radiation & solar wind. Much life on the surface would die. Over time the atmosphere would depleted as the atoms get knocked into deep space. 

Temperature. 
We would now have an earth with a permanently dark side. Its temperature would plummet.  Ice would build up & the water in the ocean would fall. 

Land: 
Major earthquakes. Just as the water moved, there would be no reason for the bulge at the equator. so it may slowly flatten out.  Leading to massive earthquakes & volcanic activity. And more new coastlines as the ocean adjusts once again. 

Most likely the ash clouds would help to shield us from radiation. But we would plunge into a new ice age. Even on the hot side. 

I'm not sure of the impact of the huge amounts of methane, carbon dioxide & sulfur compounds in the atmosphere. Especially on the hot side of the earth. Maybe there would be hot acid & no ice there.
